Why Doesn’t Dish Network Have Local Hd Channels In All Markets?

I live in the Reno, NV area and have had Dish for a couple of years. Yet, still I do not receive local channels in HD. Does anyone know why it takes so long for Dish to offer HD locals in all markets?
