How Can I Get My Local Market To Clean Up Their Act?

I have a local market and it is dirty and the quality of the food stinks and worse of all they specificly cater to drunk bums.
Obviously, the dirty and bad quality of food is not that big of a deal because I can make a choice not to shop there. I never shop there.
However, the catering to drunk bums is really bugging me because then I have all kinds of drunk bums in front of my house.
What can I do about this? It is illegal to sell alcohol to anyone who is already intoxicated. How can get this law enforced? Don’t say call the police because I already did that and they did not do jack! lol!

1. Make sure it’s something the customer can’t already do for themselves, or can’t do it as cheaply.
2. Sell only your own original designs to avoid being reported for copyright infringement.
3. Don’t undersell yourself – charge 3 times the cost of materials, and double or triple that if it’s a unique item that nobody else makes.
4. Buy your materials wholesale whenever possible. But buy as few components as possible. Try to make all aspects of the item yourself.
5. Invest in decent packaging and bags.
6. Accept credit cards and debit cards. Don’t accept checks unless you know the person very well..
Why Were Nfl Home Games Blacked Out In Their Local Markets On Tv In The 1960′s Even If The Game Was Sold Out?

I am aware that since 1973 the home games are only blacked out if the game is not sold out. But, I recently discovered that before this home games were blacked out in the local TV market even if the game was sold out. Even the 1958 NFL chanpionship game was blacked out in New York. I am just trying to figure out WHY would they do this, if the games were sold out?
